Stephen Blake, Executive Director
Stephen Blake was appointed as the Executive Director of the Governor's Committee on Education Excellence in April 2006. He serves as both policy advisor to the Committee and is responsible for all planning and operations of the Committee. Mr. Blake brings some twenty years of public policy expertise and management to the Committee. Immediately prior to his appointment as Executive Director, he served as Chief Consultant to California’s Joint Legislative Committee to Develop a Master Plan for Education. Prior to joining the Legislature, Mr. Blake served as a legislative advocate and policy analyst for both the California State University and the California Department of Education. Mr. Blake has a baccalaureate degree in Moral and Political Philosophy from Princeton University.
Robert Manwaring, Policy Director
Robert Manwaring serves as Policy Director of the Committee. His principal duties include guiding the Committee’s deliberations toward recommendations, as well as serving as the principal writer for the Committee. Immediately prior to joining the Committee, Mr. Manwaring served as the Director of K-12 Education for the California Legislative Analyst’s Office (LAO) where, as a principal advisor to the Legislature, he annually developed comprehensive written analysis of state budgets and led both houses of the California Legislature through their development and deliberations of the state education budget. Mr. Manwaring has served as a member of the No Child Left Behind Advisory Committee and as a consultant and professor of both statistics and economics.
Thomas Timar, Research Director
Thomas Timar serves as Research Director of the Committee, in which capacity he ensures that Committee deliberations are sufficiently supported by appropriate research and other background information. Dr. Timar is a Professor of Education Policy in the School of Education at the University of California, Davis, and a Faculty Associate with PACE. He also directs the UC Davis Center for Applied Policy in Education. He has broad education policy expertise at the state, national, and international levels. Dr. Timar has a master's degree in Comparative Literature and a doctorate in Educational Policy from the University of California, Berkeley.
Linda Forncrook, Committee Secretary
Linda Forncrook serves as Committee Secretary, in which capacity she coordinates the daily activities of the Committee. Prior to joining the Committee, Ms. Forncrook served as a governmental affairs specialist for the American Plastics Council, where she organized all national meetings and managed the western regional office. She served eight years previously supporting California State Legislators.
